BOARD OF TRUSTEES

DECEMBER 19, 2022

Present: Tony Cardinal, Jennifer Doss, Mary Jo Waite, Judith Kocica, Tricia Lyons, Ed Humphrey, Ernie Ramos

Mr. Cardinal called the meeting to order at 6:04 p.m.

All present recited the Pledge of Allegiance.

NOVEMBER 21, 2022, MINUTES:

Motion by Mr. Humphrey, seconded by Mr. Ramos, to approve the November 21, 2022, board meeting minutes, as mailed. All present were in favor, none opposed. Motion was adopted.

PUBLIC PARTICIPATION:

None.

FISCAL OFFICER’S REPORT:

Ms. Gray discussed the November 2022 Financial Report.

Motion by Ms. Doss, seconded by Ms. Waite, to approve the November 2022 (1) Bills paid. All present were in favor, none opposed. Motion was adopted.

Motion by Ms. Kocica, seconded by Ms. Waite, to approve the November 2022 (2) Bills -Anthem. Ms. Doss abstained. All others present were in favor, none opposed. Motion was adopted.

 

DIRECTOR’S REPORT:

Ms. Wick reported over 50% of the eligible children in Clermont County are enrolled in Dolly Parton’s Imagination Library of Clermont County Ohio. Currently, there are 6,794 children who are currently enrolled with 2,607 children who have aged out of the program.

Ms. Wick said the Library will offer three tax preparation services in 2023 in partnership with the United Way: 1) Facilitated Self-Assisted where guests will use library computers to prepare their taxes with the help of a facilitator; 2) guests may register to drop off their taxes at the Union Township Branch for volunteers from Park National Bank to complete offsite and the guests would return a week later to pick up the forms; and 3) an IRS certified tax preparer will be on hand in the Union Township Branch to do in-person tax preparation for registered guests on select dates.

Ms. Wick described the memory kits for individuals with dementia or cognitive disorders. The kits will have various materials such as a DVD guide, fidget devices for anxiety, and other activities designed to trigger memories and conversation that can connect loved ones with their caregivers.  Samples of the kits were passed around for the Board to review.

Ms. Wick highlighted Batavia’s Adopt-a-Book-Buddy program where children can adopt a plush animal and read to it at home. Congratulations to Kristine Brookover, the Youth Services Specialist, who created the program to aid in increasing literacy development and circulation.

Ms. Wick stated the second annual Cozy Winter Reads program runs from January 3 to February 28.

Ms. Wick acknowledged the Dreamweavers Storytelling Troupe and the Hands Up!  Puppet Troupe who engage individuals of all ages.

Ms. Wick announced Mr. Doug Mayhugh has joined the CCPL team as the new Information Services Manager.

Ms. Wick stated the CCPL Photo Contest entries can be found and voted for on the CCPL Facebook page.

BYLAW & POLICY REVIEW COMMITTEE:

Ms. Doss explained the committee met November 14, 2022, to review, edit, and update the HR Policy Manual.

Motion by Mr. Humphrey, seconded by Ms. Lyons, to approve the Human Resources Policy Manual. All present were in favor, none opposed. Motion was adopted.

NEW BUSINESS:

Mr. Cardinal appointed Ms. Kocica, Ms. Lyons, and Mr. Ramos to the Officer Nomination Committee to recommend board officers for 2023.

EXECUTIVE SESSION:

Motion by Mr. Humphrey, seconded by Mr. Ramos, to go into Executive Session pursuant to Ohio Revised Code Section 121.22 (G)(4) for the purpose of reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of employment and Ohio Revised Code Section 121.22 (G)(1) to consider compensation to public employee(s) or official(s). Roll call vote: Mr. Cardinal, yes; Ms. Waite, yes; Ms. Kocica, yes; Mr. Ramos, yes; Ms. Doss, yes; Mr. Humphrey, yes; Ms. Lyons, yes. The motion was adopted at 6:24 p.m. The board returned from executive session at 6:56. p.m.

Motion by Ms. Kocica, seconded by Ms. Doss, to ratify the Collective Bargaining Agreement expiring December 31, 2024. Roll call vote: Mr. Cardinal, yes; Ms. Waite, yes; Ms. Kocica, yes; Mr. Ramos, yes; Ms. Doss, yes; Mr. Humphrey, yes; Ms. Lyons, yes. The motion was adopted.

Motion by Ms. Kocica, seconded by Ms. Doss, to approve Resolution 2022-37: Acceptance of Gifts to the Library. Donations as listed. All present were in favor, none opposed. Motion was adopted.

Motion by Ms. Waite, seconded by Mr. Humphrey, to approve Resolution 2022-38: Disposal of Unneeded or Obsolete Inventory. Roll call vote: Mr. Cardinal, yes; Ms. Waite, yes; Ms. Kocica, yes; Mr. Ramos, yes; Ms. Doss, yes; Mr. Humphrey, yes; Ms. Lyons, yes. All present were in favor, none opposed. The motion was adopted.

Motion by Ms. Kocica, seconded by Mr. Humphrey, to approve Resolution 2022-39: Transfer of Cash from the General Fund to the Capital Fund. Roll call vote: Mr. Cardinal, yes; Ms. Waite, yes; Ms. Kocica, yes; Mr. Ramos, yes; Ms. Doss, yes; Mr. Humphrey, yes; Ms. Lyons, yes. All present were in favor, none opposed. The motion was adopted.

Motion by Ms. Kocica, seconded by Ms. Doss, to approve Resolution 2022-40: Permanent Appropriation 2023. All present were in favor, none opposed. Motion was adopted.

Motion by Ms. Doss, seconded by Mr. Humphrey, to approve Resolution 2022-41: Advance Taxes.  All present were in favor, none opposed. Motion was adopted.

Motion by Mr. Ramos, seconded by Ms. Lyons, to adjourn the meeting at 7:09 p.m. All present were in favor, none opposed. Motion was adopted.
