SPECIAL MEETING MINUTES

CLERMONT COUNTY PUBLIC LIBRARY

BOARD OF TRUSTEES

MAY 20, 2020

Present: Tony Cardinal, Judith Kocica, Tricia Lyons, Mary Jo Waite, Jennifer Doss, Adam Bird. Absent: Joe Braun.

Staff: Theresa Herron

Guests: Patty Pryor and Dan Rosenthal from Jackson Lewis PC; and Jeannette Nichols, Clermont County Assistant Prosecutor

The meeting was broadcasted using Facebook Live.

Mr. Cardinal called the meeting to order at 7 p.m.

ROLL CALL:

Tony Cardinal, here; Judith Kocica, here; Adam Bird, here; Tricia Lyons, Mary Jo Waite, Jennifer Doss, here.

Attendees recited the Pledge of Allegiance.

Motion by Mr. Bird, seconded by Ms. Doss, to go into executive session to discuss matters set forth in ORC 121.22)(G)(4) related to preparing for negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of employment. Roll call vote: In favor: Mr. Cardinal, aye; Ms. Kocica, aye; Mr. Bird, aye; Ms. Lyons, aye; Ms. Waite, aye; Ms. Doss, aye;. Motion was adopted.  The board went into executive session at 7:05 p.m.

The board returned to regular session at 8:15 p.m.

Ms. Lyons said the Ohio Association of Public School Employees, a labor union, has requested the Library grant it recognition as a representative of our employees without an election. The Board believes it is the right of our employees to make an informed decision by secret ballot election.

Motion by Ms. Lyons, seconded by Ms. Doss, to not recognize automatic recognition and to petition the State Employment Relations Board to hold an election. In favor: Mr. Cardinal, Ms. Kocica, Ms. Lyons, Ms. Waite, Ms. Doss, Mr. Bird. Motion was adopted.

Motion by Mr. Bird, seconded by Ms. Waite, to adjourn the meeting at 8:20 p.m.
